Can CNOOC Still Accomplish Its Carbon Neutrality Goals When Reporting Record-High Oil Production?†

On October 27, 2022, CNOOC Limited (“CNOOC”) reported excellent operating results for the first three quarters of 2022.  During this period, CNOOC’s unaudited oil and gas sales revenue was approximately RMB265.89 billion, a 67.6% year-over-year increase.  The company attributed the increase to higher international oil prices and increased sales volume.  Specifically, during the first three quarters of 2022, CNOOC reached a record high to produce 461.5 million barrels of oil.  Mr. ZHOU Xinhuai, CEO of CNOOC, predicted that the company “will continue to maintain its high-quality development [and] achieve [its] full-year targets”.

CNOOC’s operating results are impressive.  However, is CNOOC still on track to accomplish the carbon peaking and carbon neutrality goals set forth in its action plan released in June 2022?
